Hi Bjarne,
It seems to me that it's nearly impossible to make a narrow hem on a 5cm scallop. When scallops were popular fifty years ago, scallops were hemmed by laying a hem band together with the fabric, cutting the scallops, sewing them together on the scalloped edge with a narrow seam allowance, turn and hem the hem band to the reverse of the fashion fabric. hope this helps, Kitty
