It's called foldover braid.  You can get basic colors, but in  synthetics, at 
most fabric stores.  Places that specialize in boiled wool  (for jackets) 
should have a range of colors, as it is used to finish the edges  of the 
jackets.
 
When I took a millinery class, though, we used petersham for the edges--it  
is similar to grosgrain ribbon, but more flexible, and is available from  
milliner suppliers.
