I'm sorry if this is a bit late - I'm way behind on reading my email - again! 
;-P

Have you tried cutting the straps on the bias, rather than on the straight? 
Cutting the straps on the bias will give them some stretch and allow them to 
better conform to the curve of the body. The other thing which you could try is 
to anchor the straps closer in to the centre back, if possible, so that they go 
over the shoulder at an angle, rather than going straight over the shoulder 
from front to back, like modern spaghetti straps on a dress do. 

What style of corset is it?

I helped to make an effigy-styled corset for a lady who turned out to be 
lopsided ( markedly, once the pattern was laid out flat )as a result of a car 
accident. As far as I know, she never had any problems with straps slipping off 
her shoulders, on either side. Her straps were cut on the bias, and were also 
slightly curved, like the straps of an 18thC corset, as a result of how we 
arrived at her pattern. ( A straight line drawn on the body often turns into a 
curved line when laid flat. )

No gummy strips, but I hope this is helpful.
