I know very little about this time period (my initial reaction to the picture 
was that it was a masque costume rather then a hunting outfit!) but in 1692 
women were still riding side-saddle, so it's unlikely the skirt is a coulotte. 
It's possible the skirt is lop-sided the way some of the Victorian riding 
dresses were (to drape prettily while in the saddle). But as I said, I know 
very little of this time period, so I don't know if they were doing that yet. 
It looks to me like the outfit is attempting to ape a man's outfit, and the 
sash would not be part of a man's outfit at this time, so I suspect it's "just 
for pretty".
