Sheridan, I've used rubber daggers in various live-action games (full-contact fighting ones as well as the more 'drama' oriented ones). We picked them up at martial art stores, where you can also buy wooden practice swords or shinai (bamboo practice swords), all three of which should qualify under your friend's qualifications.
