My suggestion would be a senior center or shelter that hands out coats in the winter. Scarves would probably be welcome there, too. Sometimes radio stations do coat drives, if you called around you might get contact info. You can also look for the Freecycle group in your area (freecycle.org) and ask on the message board. I see folks from smaller charities on our group all the time.
