Definitely not pre-Raphaelite, on stylistic grounds alone. The
pre-Raphaelites did not do formal portraits of men in suits in front of
drapery, and did not use these highly refined techniques of light and
shadow, which for them were a mark of the traditional style they were
rebelling against.

Pre-Raphaelite pictures, even when set in contemporary times, tend to tell
stories, are set in natural surroundings or detailed interiors, and use a
great deal of color and a "flat" technique in which all parts of the
picture are illuminated and recorded.

No luck for me either on identifying it, though.
