The bodice and skirts were Cut separately, and then
sewn together.  
Which separately cut pieces for torso & skirting
starts showing up, maybe, 1570-ish & continues on with
varying popularity up to the current day.

The gowns were worn over chemise, corsets, and
bumroll.
