I was wondering wat kind of shoes a men would be wearing at a ball in 1800-1810. I have some pictures of men but they are wearing boots and I am not sure if that would be right for dancing.

Flat pumps, very like ladies' shoes of the same period.

You are correct that boots are inappropriate for a ball (in that period, or pretty much any other, except under specific circumstances). Men's pumps in this period are a sort of half turned-shoe with a low heel attached. They are made as straights.

http://www.thehcc.org/discus/messages/4/2696.jpg depicts "Admiral Nelsons" pumps, and were probably hastilly made since the toe spring shouldn't be that extreme. These are from a bit earlier than you were asking about, but might put you into right ball park. The buckle goes away about this time and is eventually replaced by a small bow.
