In making a jacket of this mode,I have found that the kind of fabric sort of dictates whether or not to gather or pleat. I think that pleating has a more formal look. Given the planned embroidery, the formalness of the garment is already indicated. I have made several of this style and have found that if the fabric is thick or heavy, trying to pleat is ends up with a very stiff flare in the areas that most need drape.
