There are clear diagrams and instructions for arrowheads in these:

The New Butterick Dressmaker  by Jacques Worth, Butterick Publishing 
Co. 1927  on pages 204-5

Sewing Made Easy  by Mary Lynch & Dorothy Sara  Garden City Books  
1950, 1952 & 1960  page 247

Almost every sewing book that I've seen pubbed in the 1st half of the 
20th century has these.  They may be hidden away in some obscure & 
unlikely spot, but they are usually there.  Sometimes in the 
embroidery section, sometimes in with the pockets (to reinforce the 
ends of the slit), sometimes in with the weird little things to do 
with darts.

If you can't find good instructions, let me know, & I'll send 
photocopies.
