You're sorta assuming there's some kind of standard. Just like today,  it 
most likely depended on the client... with much prodding from the tailor. But  
if 
you need more yardage, you have to have more yardage. With fabric being more  
costly back then, and fabric widths being usually narrower than today, this 
was  more than likely a "bigger" decision. [no pun intended]. 
And then there's the problem of gowns being restyled from old gowns.  You 
must use what you've got.
