She had her own designer....like Raquel Welch in "Three Musketeers".
 
It's not like anybody made Danilo Donati or Yvonne Blake design  like that. 
But of course Liz gets her own designer because she's Liz. And Raquel  was 
afraid the busk would hurt her fake boobs. 
 
In these instances, too bad for them, because everyone else around them  
looks much better!

girlfriend or his niece unless he feels that she can do the job.

I've worked 2 projects now [one for TV] where the designer was a  
girlfriend....one the director's....one the producer's....who definitely didn't 
 have a 
clue what she was doing. The assistant and those of us in the shop saved  the 
film. These weren't period pieces....except one had a flashback. I guess  they 
figured since it was modern, clothes were easy. Personally I find modern  
dress can be the most difficult....because you can't "get away" with anything.  
You really do have to be "accurate"! The language of modern clothes is fresh,  
subtle and detailed...and known by the audience.
 
But you are correct....it's the "with a brain" qualifier that makes all the  
difference.
