I have always understood jumps to be a type of unboned stays, and not an outer garment. They seem to have been around at the very end of the 18th and into the early 19th century, with the high waisted dresses.

I don't know about patterns on-line, but you will find bodice patterns in "Fitting and Proper" and "Costume Close-up" both American publications, and "Patterns of Fashion 1660-1860" by Janet Arnold, "Period Costume for Stage and Screen 1500-1800" by Jean Hunnisett, and "Cut of Women's Clothes" by Norah Waugh, all U.K publications but available in the U.S.

You will also find loads of paper patterns in various places. I don't have web addresses, but I know that Five Rivers Chapmanry (not sure of proper title) and Jas Townsend among others sell patterns.
