Make the skirt long enough for her in a few years, then hem it to her height now. That way you can let it out and cover the line with some trim. If you pleat the material into the skirt, you can redo it onto a longer waistband in a few years. Just save some of the velvet to make another waistband. Personally, I'd do both bodice and skirt in the same material. Make it in wool if the velvet is too heavy. It's actually cooler and lighter in weight.
