Silk organza would be the classic fabric to use if you want the top fabric to have more body, (due to it's static retention, it sticks to the outer fabric
of its own accord).  Don't think it works with the synthetic stuff.

A quilted peticoat would work well to prevent boning coming through (my
pockets are quilted and hide all the bumps from the stuff I fill them with
brilliantly) - though you might need to test out different weights of quilting - obviously, if very light the hoops might still show - if very heavy it might make
the hoops droop.

An extra petticoat made up of layers of cotton voile or muslin, underneath
the skirts would work too - a bit like a layered victorian petticoat. (although
this wouldn't be historically correct for C18th as far as I know, it does
work).
