How full is your outer skirt?  Make it a little narrower.  I make  almost all 
of my early 19th century skirts from "Cut of Women's Clothes," of  four 
lengths of 18" width, for a circumference is 72".  This might be  more narrow 
than 
what you are looking for.  Add widths to suit.
 
There is a drawing of a bodiced petticoat in Cunnington's "English Women's  
Clothing in the Nineteenth Century," made from an actual one in the 
Cunnington's  collection.  A photo of it is in their "History of Underclothes." 
  Both of 
these books were available from Dover--not sure if they still are.   Check 
their website.
