It's a donut [the brim] with a circle sewn to the inside "hole".  To  get the 
brim to stand up a bit on one side you can wire the outside, and the  whole 
brim should be inner-lined with something stiff. Heavy buckram is the  usual 
candidate for this nowadays. It can be steamed into shape. 
You can also get all manipulative and take out a small wedge of the circle  
of the brim at the place where you want it to turn up. You can get it just 
right  by doing a mock up in cardboard, starting with the circle, splitting it 
where  the turn up is to be and overlapping the cardboard at the spit til it 
looks as  you desire. Now of course you don't have a circle any more and a seam 
must go  there, but this can be covered up with trim or a feather and if the 
hat 
is  velvet, it will practically disappear anyway.
