If you have a very steady hand, a thin blade or perhaps a scroll saw, get matching laquered chopsticks from a Japanese shop. Slice longways. The rough side will be glue to your paper fan. Or unmake a japanese tourist's fan, by picking off the cheap paper & substituting your gilded peacocks.
