If you have a very steady hand, a thin blade or perhaps a scroll saw,
get matching laquered chopsticks from a Japanese shop. Slice longways.
The rough side will be glue to your paper fan.  Or unmake a japanese
tourist's fan, by picking off the cheap paper & substituting your
gilded peacocks.  It's not clear to me whether you're making a paddle
type fan or the folding sort.

I am searching for a source of laquered bamboo for making Japanese
fans.

I have the washi paper (you all should see it! Peacocks set in
24k!!) and either need to make my own laquered bamboo or purchase
it.

Any help would be appreciated. Yes, I googled ... still need
references of places though. I may have missed a search query type
or two. :)
