Hi Deredere. In my opinion, you should only cut ruffles on the bias if you want to 1)use a stripe or pattern and it becomes a design element, or 2)when you need a really crisp, stiff fabric (like dupioni, for example) to lie flatter. Bias ruffles want to fall. You won't get the spring out like you will with ruffles cut on the straight of grain.
Have you considered circular ruffles? You should cut some samples and see which you like best.
