I know this isn't much help, but while browsing the NIST NCSC (National Institute of Standards and Technology, National Center for Standards and Certification) webpage http://ts.nist.gov/Standards/Conformity/ncsci.cfm. It seems that the US Apparel standards have been withdrawn... On the Other hand the US Breau of Standards, Weights and Measures has been replaced by the above organization, so you can start there for information. On their webpage they have the sizing standards for young children, boys, girls, young men and women, nothing for men (http://ts.nist.gov/Standards/Conformity/withdrawnstds.cfm). You could try contacting them here: http://ts.nist.gov/Standards/Conformity/contact.cfm

If you don't mind spending money, you could try and obtain a copy of the ISO clothing size standards http://www.iso.org/iso/en/CatalogueListPage.CatalogueList?ICS1=61&ICS2=20&ICS3=&scopelist=, but they are far too expensive for my taste.

I always re-measure an actor for several reasons. In commercial patterns,
