First off, yup, I agree with you, they are a bit too big around the bust. I think you could take them in along the side front curve and that would work nicely. It may also push her breasts together a bit, giving her more cleavage. I have a question though...Is she wearing them with a bra in that photo? If she is, it will throw off your fitting entirely. She should have a chemise to wear underneath, that's all, then the stays can do their own work. I would take in the bust area in bits at several places, At the side AND the CF....and even somewhere in-between if possible, but that would require re-cutting the whole front after altering the pattern. And the decolletage may need to be lowered an inch or so.
