Paper with fabric content is still superior to paper that's all wood pulp, or at least it's more expensive. Most paper is all wood pulp, or at least most paper that is produced in any quantity. 25% cotton paper is the most typical paper made in bulk for business use. There are all kinds of fun papers available in small quantities. A few years ago, a great little company made paper out of old blue jeans. Don't know if it's still around anymore...
I remember the television program "Connections" from my youth saying that after the Black Plague paper production soared because of the huge quantities of linen available from dead people.
