As flowers as decoration/embellisment of costume first became fashionable in
18th century i am almost certain that it started to be made at convents in
Italy same time
However i am not an expert.
In my danish bible Moden i 1700 årene, it is said that flowers of feathers
and silk started to be made in Italy
