It's all matched.
All the horizontals match (roughly).
Cutting it is going to be wasteful.
After looking at it today, I noticed a few things about the way it is
laid out. There's the usual cut panels for the skirt which are then sewn
back together, not all that wasteful except in time. The biggies that I
saw were in the bias cut lower sleeves and in the "skirt facing panels"
that line the inside of the bottom half of the skirt. There's probably
3+ yards in those panels. Also, they have you cut a bunch of pieces for
the self ruching, rather than use scraps.
I would say that an experienced seamstress could do that dress easily on
8 yards of fabric, probably a few less if it wasn't matched plaid.
