Well, it depends on exactly how long you want the cloak, and exactly how
narrow your fabric is.
Assuming that you are going to cut with care but not engage in too much
piecing:
For a nearly 180cm circle (unhemmed) from 90cm wide fabric, you could
get it out of 3.5m. (That doesn't sound like much, but it's mid-thigh
length on my 165cm self and may be enough.)
For a nearly 230cm circle from 115cm wide, you would need about 4.4m.
