Oooh! I was just reading about that in one of my Christmas-gift books.

Hats and Bonnets from Snowshill, by Althea Mackenzie.

There's a picture of the inside of a deteriorating hat and it says it's "constructed of chip made from fine slivers of wood that offered a cheaper alternative to straw. The chip is covered with fawn paper and a layer of blue-black silk."

It looks like the chip strips (heh) are maybe 1/4 inch wide, and they're woven together like a basket.
