Never mind dress fabric; I find Wal-Mart indispensible for basic notions.
They have the same standard brands of thread, seam bindings, needles,
cording, etc. as many other fabric stores, but at noticeably lower prices.
The occasional times I need quilting fabric or fleece or other
non-historical stuff, it's there. In fact, I've found quilting fabrics
there in colors I can't find at the fancy quilt-fabric shop that only
carries the current year's "in" shades.

Plus, Wal-Mart is conveniently on my regular rounds; I get certain paper
goods, office supplies, toiletries, medicines, and other consumables there
routinely. There are some things Wal-Mart does very well. Yes, their
clothes are cheap, and if I were shopping only for me, I wouldn't be in
there twice a week. But I have two growing sons who are in and out of
t-shirts, sweats, etc. long before they can wear them out. So $2 t-shirts
and $5 jeans are just the ticket.
