They are probably cypress lawn oversleeves, sometimes seen on portraits of this period.

I agree. This representation is unusually extreme in its separation of sleeve and oversleeve--most of the time, there's a fine layer (sometimes with a faint pattern) just above the surface of the sleeve, and it's almost impossible to see.
