All the H-L stores here in KC do  that to me. Other fabric stores either 
have a stamp that says "sale", or  they write "sale" on the front of the 
envelope, which doesn't bother me as  much.




Well, actually, from someone who worked in fabric/pattern retail for a LONG  
time, we tear the flaps off to make sure the patterns get re-ordered--we are  
supposed to keep a certain stock on hand at all times.  We also do a  periodic 
(I think it was quarterly) inventory to check that we have what we are  
supposed to and make sure pulled patterns get culled.
 
Some stores seem to carry that further and tear off more than just the tab,  
which used to be perforated, or even part of the front of the envelope.   When 
I worked at Hancock, we double-stamped the front of the cheapie sale  
patterns so we could tell them apart.
 
When patterns are pulled, only the envelopes are returned--the tissue is  
discarded--we can only hope it is re-cycled these days!  And yes, in the  old da
ys, some stores did sell just the tissues (or let employees take them  home, 
which I gues is just as dishonest).
 
But as to the pattern under discussion--it looks pretty Ehhhh to me--good  
costume, maybe, but not reenactor-quality.  And the wig, as someone  commented, 
is truly awful!  I was reminded of Moira Shearer's "Marie  Antoinette" (as 
reported in Edward Maeder's "Hollywood and History").
