I'm not quite sure of the significance of the snake--but the fact that
it curls around her arm--rather like the serpent around a physician's
caudecus, might not be as sinister a symbol as we might interpret it to
be.

A snake is also a sign of wisdom.

Note also that this is not intended to show a "real" outfit: while elements of it may actually have existed, the Queen is shown here as if she was costumed for a masque. The "eyes and ears" mantle is not the sort of thing that would be worn on any other occasion, I think. :)
