The veil is almost always black, unless it is a
patterned bag instead of a veil. And while black
velvet is an option, I've been using black taffeta,
and for a doll taffeta or another black silk might
drape better at a smaller size than even silk/rayon
velvet.

However, looking at the online detailed image of
Elizabeth as Princess, I would have to say it is a
black veil, as I can see a subtle difference in the
dark colors where the veil would be.
