I absolutely agreed with everything you said, and the brocade gown looks lovely. I think your idea of silk velvet is probably a good idea. I think anything heavier would not give you the same look as the painting and would definitely affect the flow of the gown. I can't wait to see it when you're finished--be sure to post pictures.
