My method is similar, but even lower-tech. I stand on a phone book. My choice of book depends on whether I want a hem that brushes the floor or comes a little higher or lower. For instance, if I want a hem that just touches the floor, I stand on a book that is about the width of the hem allowance. I then get a husband or friend to scoot around me marking the point where the skirt hits the ground. The hard floor makes a nice firm backing to the chalk as you mark.

You do need to make sure the skirt is falling straight down to the point being marked, and move the excess width of skirt aside as needed as you work your way around the person.

Then proceed as someone else explained -- take off the dress, and fold along the center front line and center back line with the skirt lying flat and the two sides perfectly matched up. At that point I pin through both layers, along the line of my chalk marks visible on the upper side. I flip the whole thing over, and I can see whether the lines match by comparing the chalk marks on the other side to the line of pins showing through. I can average the two lines by eye as I cut a smooth line from center front to center back.

If I want a train, I add the right amount to the back and taper the line out starting at the side front.
