I would definitely start with a Truly Victorian pattern. Their website is wonderful with pictures of their outfits made up by themselves or other customers! It really helps with the planning. I would also second the mention that the instructions are easy to follow. I made up my first bustle ball gown for a Costume College gala and there was no problem in getting it together.
