Maybe because most people who buy patterns expect to make a size 10 and have it fit like a glove. It works for modern garments with a decent amount of ease, but for period, fitted garments, it doesn't. Hey, this is just a wild guess! But those patterns were made to be fitted to the wearer, not to be used as is. I like them, or the ones I've seen and used.
