Actually it is a partlet, shawl, or scarf, not a chemise. You can see the chemise/camicia in the opening under the pearl closure. It looks as if it is a scarf that is draped around the shoulder and the flesable pleats allow it to lay down.
I have a hard time believing that it is several panels, just by the way it lays. It could be pintucks and then the pattern could be woven into the material. It could be something like smocking as it lays as if smocked. Because we do not have the item, we can only guess at what it might be. All we can do is play around and see if we get something close. In the back of my mind I keep thinking about Fortuny and his Delphos gowns, maybe a similar process.
