My dad  did a production of this many years ago.  I probably won't be able to 
 explain it well. The heads and hooves were made from metal "rod".    They 
looked like cages - all the rods running vertically - no squares.   The hoof 
parts fit the foot like a pair of skates and were at least a foot  tall and

heavy enough that they could "stomp" them.   The  actors wore all black.  If I 
remember correctly the eyes glowed -  otherwise the metal was all black.

I might go for something like PVC pipe painted to look like metal for the  
heads. A lot lighter and easier to cut and put together than real metal. But 
the 
 hooves must be sturdy. Go check out how skates or skis are kept on one's  
feet and then the hooves themselves can be built up in layers from all sorts of 
 
material. What do they make soles out of these days anyway? (wood is heavy 
and  breaks). Check your local flooring dept. Hell check all round Lowe's! Ask  
everyone in construction. You never know where the right stuff will pop  up.
 
Of course you don't have to do the original costumes. You could start from  
scratch and with the director and scene designer come up with a whole new and  
clever way to do it.
