I went looking for it just before the Holidays. I found some at Office Depot, Michael's, and Hancock Fabrics.
There is also something called Bubble Jet Set which you soak your own fabric in to make it printable. It takes more work because you have to let it dry, attach it to freezer paper, and trim to fit your printer but it would be much more cost effective than buying the packages if she had a lot to print. I've not used it but you can find a lot of reviews online.
