Full return pleats require 3 times the finished length.
 
Otherwise, you subtract the finished length from the total length of the  
unpleated fabric. What's left over is how much must be taken up in the returns. 
 
Decide how many pleats you want, divide the return length by that number and 
you  know how deep each pleat must be. (I'm not going to do it for  you)
