the belt It may be enamel work. If it is enamel work then the "pearl" is not a pearl as the baking would destroy the pearl so it would be white enameled ball/bead. They could be glass beads, white with black spots. the false sleeves, neckline, etc. Appears to be enamel work. Slim chance of jet with a table cut. If the foil on the back of the diamonds are silver, then one needs to take into account that the ones in the VA have tarnished over the years. To my understanding, black diamonds are post 1600.
