"seems like leotards with painted tattoos on souffle or lightweight power net would work the best." This is a wonderful suggestion and exactly what I would do myself. You can also buy net tattoo sleeves and full bodies. You might be able to cut them up and reapply them to another net underlayer if the designs are suitable and save yourself a lot of time.
