It was the Standard Fashion Company, producing "Standard Patterns"
The company put out magazines with several names over time, including
"The Standard Delineator" and "The Ladies' Standard Magazine" "The
Standard Designer" and eventually just "The Designer"
Past Patterns offers copies of several of their 'teens patterns.
