So long as the target database has the facility to restore and all it waits
for is a command/trigger to do it, it can be done via any language. But you
should have have the compatible driver/interface to do so. Java does it via
JDBC so as any other programming languages having its own driver/mediator.

It depends on the amount of data being restored.

Generally speaking, Java might be bit slower as it has to deal everything
within a small window called 'JVM'. So just do a careful analysis with small
statistics.

Doing the same with any native language (programming/scripting - shell
scripting) may yield a better performance. But not necessarily.
