How about defining your table like this

CREATE TABLE foo(
    id NUMBER(38) PRIMARY KEY NOT NULL,
    user VARCHAR(8) DEFAULT 'TestUser' NOT NULL
)
Ah, hadn't thought about using a default value here to get around
this.  Thanks!
