There is something similar in Utils.loadUserClass(). What I will do is:
InputStream in = getClass().getResourceAsStream(fileName);
if (in == null) {
Thread.currentThread().getContextClassLoader().getResourceAsStream(fileName);
}
if (in == null) {
throw new FileNotFoundException("resource " + fileName);
}
... unless anybody objects.
