Indeed - you are correct.

However, this is not the question. It would be easily possible to construct
a valid (single-)failure-tolerant network and still there is a chance of
network failure (e.g. multiple component failures).

Sure ... nobody would expect that in such a situation the databases
stay in sync. BUT: my customers would expect that after the network has
been put up in operation again, the databases would at least notice that
they are out of sync.
