Please ignore this question.
Constraints in H2 are only checked at statement boundary so obviously
no constraint checking is done when PREPARE COMMIT or COMMIT is executed.
It seems that PREPARE COMMIT just saves the transaction so that one can
have a handle to it from a different session that originated it.
