Just to revive this old thread, as I just stumbled upon this again: There 
is a Unicode collation in Solr and ICU4J. Apparently, it's not part of 
stock Java, though.

But since this is only partially related to the actual topic: any plans of 
supporting COLLATE in WHERE terms? :-)
