Add -ifExists flag to your TCP server.

You should not run TCP / Web / PG server without proper configuration in 
production or in unsafe testing environments, especially if remote access 
in enabled.

Default configuration is fine for development purposes when you have only 
one user in your PC. For all other usages you have to add configuration 
options that you need, and some combinations of flags are not safe if you 
don't use other protection methods (firewall etc). For 
example, -tcpAllowOthers should never be used without additional protection 
methods.

If you have untrusted local users on your PC you also need to protect your 
server in some way.

However, some third-partly libraries or applications that include H2 in 
their distributions also include their own unsafe configuration for H2 by 
default. Such issues should be reported to authors of such applications.
